Death Penalty Stalls In NC House
A proposal to study the state's death penalty -- and give condemned inmates a shot at individual reprieves in the meantime -- has stalled in the House, where proponents doubt they have the votes to pass it.Lead sponsor of the bill, Rep. Joe Hackney of Chapel Hill, said the measure has lost ground since it was changed from an outright moratorium on executions for first-degree murder.
The straight moratorium lacked enough support, so leaders of the House postponed a vote on it in June. Then the bill was rewritten to allow inmates to seek stays on a case-by-case basis during the proposed three-year study of whether North Carolina's death penalty is administered fairly.

This line at the bottom of the article seems a little unnecessary: "They don't have the votes," he said. "They don't need to bring it up. They might as well take it off the calendar and forget it."
