Fixing the California Youth Authority
Donna Brorby was relentless in forcing Texas to clean up its prisons. Now the lawyer is being asked to fix the troubled CYA.

Under a lawsuit settlement announced last month by Gov. Arnold Schwarzenegger, Brorby will oversee a top-to-bottom overhaul of the state's juvenile prison system, rocked this year by graphic disclosures of violent conditions and substandard care.
Both sides in the lawsuit — prison officials and attorneys who filed the case on behalf of taxpayers — agree that Brorby, 53, has the insider know-how, credibility and temperament for the job. Less certain is whether the legal remedies she must enforce will turn around the California Youth Authority, home to 4,000 of the state's toughest young lawbreakers.

Not all wards in the youth authority are tough. Some just won't learn and have been thru every other program available. No matter what no child deserves to be put in a cage or locked up for 23 hours. Getting back to rehabilitation is the right move and I hope the follow thru is what they say it will be.

You may change the way things are handled, you may change policies and procedures and whatnot, you may change the whole foundation of what the Youth Authority represents. However, you will NOT change the clients that they hold there. The recidivism rate will NOT change, the level of crime in our cities will NOT change. Everyone seems to want to focus on who is to blame for the incarcerated "children". Very little does the public truly know what these "children" do on a day to day basis or what they represent, wish to represent, proceed to represent. Yeah, you can point the finger all you want at the YA employees, the Director, the Governor, etc. How about holding those that are truly responsible for these "children" responsible? Let's start pointing the finger and holding accountable the PARENTS. Let them be financially responsible, not the taxpayers. Also let the "children" themselves who are incarcerated be responsible for what the taxpayers dish out for them. It's time to stop pointing the finger at the wrong people and deal with reality. You don't like the YA raising your "children"? Then raise them yourselves!

I am a teacher at CYA. These young men are
the most difficult and the most violent 3000 MEN
in the state. Most of them are 17 years or
older and have committed violent crimes like
rape or murder or both. They are not childen
and almost all have been criminals since 9 or 10.
About 10% can be saved and that is where I put
my energy. YA employees are subject to daily
assaults. The public has no idea what really goes
on. Perhaps people should take a tour of CYA and
see what really goes on. Hope they don't get
assaulted while visiting.

I read all the comments that some people have summit, by what I read it seams like this people are just judging this minors by what every government agent feeds them. If only this people would take there time to really look was is really out there. As much as they blame our children, they should also see how corrupted the system is. This people are judging our children by what there parents are or were. What ever our parents had done in there past shouldn’t have to effect the children, but is does. If this children would be able to pick there parents I am sure they would, but unfortunately we are unable to pick our own parents. So what does everyone do we judge them, everyone should know we are no one to judge. Instead of this people criticizing our children and treating them like societies mistakes, we should be helping them and there parents in what they need. What does the government do, they give the parents no hope. Our children depend on us and instead we depend on them. The more children are in the system the more money the government will take from us, if there would be other solutions then treating our kids like the worst people to walk this earth. There wouldn’t be anymore government jobs and that is something they can not and will not have.
