Mexico, President Bush and the Death Penalty

Is Bush trying to mend the relations with Mexico? Not sure, but what's interesting to me is this:

President Bush's assertion that courts should conduct new hearings in the cases of more than four dozen Mexican immigrants on death row in Texas and other states has pit him against allies in his home state.

The state Attorney General's Office contends Bush has no authority to order hearings in Texas courts and that the convicts aren't entitled to any more hearings on the issue of legal help from their home countries.

The death penalty has been a sore point in Mexican-U.S. relations. President Vicente Fox, a strong opponent of the death penalty, canceled a trip to meet with Bush in 2002 after Texas executed a Mexican man convicted of killing a police officer.
