The Court of Appeals struck down New York's death-penalty statute in June 2004.
But offenders on death row continue to pursue appeals.
Since the state Court of Appeals ruled that a sentencing provision of the law is invalid, the state Legislature has been unable to agree on a bill to correct the problem. The Democrat-dominated Assembly last week voted down a Republican attempt to introduce a death penalty revision that G-O-P members tried to tack onto a bill on traffic fines.
Does anyone understand that part? Traffic fines?
