As the father of a death-row inmate, Steve Belt has gotten used to courts deciding the fate of his son.
He thought the court system was done with such decisions when the Kansas Supreme Court struck down the death penalty in the state Friday.
But three days later, the state court stayed its ruling while the Kansas attorney general, who supports the death penalty, appeals to the U.S. Supreme Court.
