Governor Owens (R) strongly supports the death penalty. In his own words, "I am a strong supporter of the death penalty. There is no question in my mind that it is a deterrent." Governor Owens strongly condemned Governor Ryan's action in January 2003, stressing that it was an overly broad end-run on the people of Illinois and their elected representatives.
